Firefox renders with decimal pixel sizes, Opera rounds to nearest integer. As a result the difference between the h1 and h2 tags is much more noticeable in FF.

Using em scaling was the first time I was able to get any browser (in this case FF) to render under 9px (8px). Opera bottomed out at 9px.
When adjusting the sizes and comparing the visual results, I've decided some of the "heaviness" I thought I saw in Opera and Safari is because of using only integer (physically renderable) values for pixels rather than using decimal numbers which are approximated by shades of grey like in Firefox.
As the body font-size gets larger, different sizes add more or less contrast between the various element sizes in Safari and Opera because of the integer sizes. Firefox presents the most proportional structural appearence (which establishes the hierarchy of importance very well) across different body font-size scalings.
Percentage scaling results in non-linear amplification of font sizes... the difference between elements of different sizes is more pronounced the larger the percentage.
